| 徐乐江：今年全行业可能亏损 | ||
| “中国钢铁业的结构性矛盾在金融危机下提早爆发，从目前的国内外形势看，钢铁产能过剩可能是整个钢铁行业全年都会亏损，”在“陆家嘴论坛”期间，宝钢董事长徐乐江指出，目前中国钢铁业仍很困难，不过宝钢继续兼并重组的战略没有改变，不过会多一份理智，看兼并重组能否取得双赢。 一到四月，我国钢铁行业陷入全行业亏损的尴尬局面，徐乐江认为，按照现在的国内外经济形势，钢铁业全行业今年全年都是亏损也有可能，“这不是因为没有好的钢材产品，而是我国钢铁业结构性矛盾问题。” 徐乐江指出，现在全球的钢铁业都在大幅减产，但一季度全球的大钢厂中只有韩国最大的钢厂浦项制铁微利，其他都在亏损，我国的钢厂减产力度还不如他们大，70-80%的产能还在生产，再加上国内钢材比国外高，国外的钢铁产品还涌入国内，国内钢铁企业的日子仍不好过，钢铁业按照以前20%的发展速度是不可能了。 不过，徐乐江认为这也并不是坏事。“去年钢铁产量5亿吨，产能6.5亿吨，钢铁业结构性矛盾已经非常突出了，这种矛盾早晚会爆发，只是金融危机使矛盾爆发的更早了，更深刻了。” 徐乐江表示，一些落后产能的钢铁企业就应该在市场竞争中停业，05年的钢铁产业政策和目前的钢铁产业调整和振兴规划都要求淘汰落后产能，地方政府甚至签了保证书，但市场一好钢铁产能就又上来了，“因此钢铁产业要更好的发展，阵痛是躲不过去的，此外，政府有形的手也应该发挥作用，包括在环保和节能方面进行限制，明显要退出的企业就应该强制退出。 不过，徐乐江也认为，中国仍在发展中，作为基础产业的钢铁业也一样，因此中国钢铁业的淘汰落后，兼并重组也就一定要进行，“宝钢的此前制定的发展战略也不会改变，对钢铁产能的扩张，以前以新建为主，现在和未来可能靠并购多一点，但现在也会多一份理智，看联合重组是双赢还是双输。” 早在2007年，上任刚刚半年多的宝钢集团公司董事长徐乐江就明确提出了宝钢2007-2012年的战略目标：力争2012年形成8000万吨的产能规模，销售收入达到500亿美元以上，利润总额50亿美元以上，钢铁主业综合竞争力进入全球前三强，世界500强排名进入200名以内。在今年初的宝钢2009年工作会议上，宝钢董事长徐乐江仍然表示，宝钢坚持钢铁主业发展的战略不会变，2012年实现8000万吨的战略目标也不会变。 而对于目前仍在进行的铁矿石年度长期合同谈判，徐乐江透露，中钢协为代表的国内钢铁企业希望铁矿石价格降到07年的水平，但是矿山企业不同意如此大的降幅，因此谈判目前仍在僵持中。 |
